Change Video Frame Rate works on the file you upload. Adjust the options, then select Process ▸ and it runs entirely in your browser — nothing is uploaded to a server — then shows the result in the Output panel.

- Frames per second — choose one — 15 fps, 24 fps (film), 25 fps (PAL), 30 fps, 60 fps (default: 30 fps)

- Raising the frame rate duplicates frames; it cannot invent motion that was never filmed, so the result is no smoother than the original.

Does lowering the frame rate make the file smaller?
Usually, but by less than you would expect. Halving the frame rate removes half the frames, and video compression already stores most frames as small differences from their neighbours — so the frames you drop were the cheap ones. Compress Video changes the size far more directly.
Can I get smooth slow motion by raising the frame rate?
No. Raising it duplicates frames rather than creating new ones, so the motion is identical and only the file grows. Smooth slow motion has to be filmed at a high frame rate to begin with; Change Video Speed will slow a clip down, but it cannot invent the missing frames either.
